It does more than that. It tells textbook publishers that they cannot seek the lowest common denominator and write one crappy textbook for everyone. Now NOLA teachers will pass if a book even smells like Texas, so publishers will have to offer them something better.

It only applies to some history and science books, so most textbooks could still get past. It is a good thing, though. It would be better if California could get its financial house in order and write a better set of standards than Texas.
